To Do Task Step is used for some miscellaneous tasks that people wouldn't to create Jira issues for them. It is like a simple check list item.

Usage of To Do Task Step
A To Do Task step is displayed as one row in the Issue View Panel. User can simply complete or undo it.
Add a To Do Task Step
Choose “To Do Task” from the dropdown “Add New Step/Group” to add a To Do Task step.
Complete/Undo To Do Task Step
Click the button “Complete” to complete a step.
When there are more than 1 step, it will display a progress bar on the top of the list.
When a step is completed, the text of button will be changed to “Undo”. And the progress bar will be updated. Click the button “Undo” will restore the status of this step.
Email Notification
The email notification for To Do Task step is triggered once the user clicks the button “Complete” or “Undo” for the To Do Task step.
